Online - Echosounder Settings - SVP - Add the option to monitor a folder for new Sound Velocity Profiles

For online refraction of multibeam data a correct sound velocity profile is needed. QINSy should monitor the folder where these profiles are stored. When there is a new profile QINSy should notice this and should have the option to immediately use the profile or give the dialog where the profile can be checked.
This could be used together with the SeaCast software from AML which has the capability to download and store a profile automatically. This could be a solution for the AML Base X SVP systems.
